据马州审计长彼得·弗朗霍特（Peter Franchot）的说法，到目前为止，马州已有170万人提交了纳税申报单，不过仍有约100万人还没有申报州税。弗朗霍特说：“如果他们希望延迟缴税，我们相当于为他们提供了90天的无息贷款。”
受中共病毒大流行的影响，弗朗霍特表示很多小企业或者低收入者正在承受很大的压力。他认为与其在4月15日把所欠的税款交给州政府，不如先将这笔钱存在银行90天用来应对可能出现的财政压力。
弗朗霍特表示，要想这么做的话不需要提交任何申请表格，也不用支付利息，因为马州的报税系统会很好地应对这些情况。
